opening a second publication

why does publisher open a second time when i open a second publication? Is
this normal? Can that be changed? This is the only program I've seen that
does this.

Yes, it's normal. Sometimes it can be very
useful to have more than one instance of
Publisher open. It allows you to easily copy/
paste from one document to another.
