Opening jpg files

I made a card in Publisher with 3 photos on it; saved it as jpg
interchangeable, but, when I go to FILE>OPEN, I cannot access it. It's not
there. I have to open a blank page and go to INSERT and pull it from another
file

The only file format you can 'open' in Publisher is .pub.
The .pub format retains all the individual elements of the
project so you can continue editing it.

Now that you have saved your project in the .jpg format...
Publisher treats it just as it would any other image...
Insert / Picture / From File.
