opening picture attachmentsin Outlook 2003

Whenever I open a .jpg or similiar picture attachment in Outlook 2003, Microsoft Office Picture Manager runs but the picture does not show. Microsoft Office Picture Manager appears to try and open the attachment in the "Temporary Internet Files" folder, but all I see are weird file names and "X''s instead of pictures. When I save the attachment on my desktop and then double click it, Microsoft Office Picture Manager opens it perfectly. How do I get Outlook to open the attachment so I can view it, without having to save it first?

This problem started for me about a month after I installed Office 2003. I did not have this problem at first.
