Opens Underneath Other Open Window

My Outlook 2002 opens properly (window on top) when I use
shortcuts, toolbars, program access, etc when another
window is already open, but when I use my keyboard hot
button to open Outlook, it opens underneath already
opened windows. I spoke with Dell and Logitech. No
help. Any ideas?
