Order of Contacts in pst file

When I export my contacts to Excel or a csv file, in which
order is this done? I suspect it is the order of entry. Is
this correct? Thanks

I thought that the order the items are written is by modified date, but
after some experimentation, it appears that is not the case. I haven't been
able to figure it out yet.
