Other User's Folders

When accessing another user's folder in Outlook, the
available folders doesn't list Outbox or Sent (items). Is
there any way to add these folders to the list or access
them?

Not through the Other User's Folder list, no. The other user would have to
give you at least Reviewer permission at the root of his/her mailbox, and
then give you the appropriate permissions on the subfolders you need to see.
Then you can add his/her mailbox to your profile in Exchange properties.
Exact steps for this depend on your Outlook version.
