I have turned on the out of office assistant. However,
when email is sent the sender does not receive my
message. I have had to add a 'reply with' rule to send an
email but the sender then receives my message every time
they send an email. Is this a problem that exists with
the software?

If the Sender is from external to your organization then yes, that is
how it works.
