Out of Office Reply

I don't have an Out of Office on my tools menu so have
tried to create using "rules".

This is fine until I get to the template "mail.oft" which
I can not open to type in my message. When I double click
it simply opens as a normal message screen.

This must be so simple but it has me beat and I have
tried all the microsoft assistance webs.
