You may not have HTML set as the message format to receive your email
Go to Tools and select Options. The Options dialog box will display

Select the 'Mail Format' tab.
In the Message Format section at the top, select 'HTML' from the dropdown and click OK

In your new email window, with the cursor in the body area of the email window, select Insert/Picture. You should see an active menu of choices to select from. If you had the message format set as Plain Text, these choices would be grayed out.
