Outlook 2000 Accounts problem

I am using Outlook 2000 on a W2K 2000 pc. Outlook is set
to Internet Only for the email service. When I go into
Tools and click on Accounts nothing ever comes up. I have
uninstalled and reinstalled Outlook 2000. Installed SP4
to the W2K. I have also tried to do this same function in
Outlook Express 6.0 on this pc. When you go into the
Tools menu you don't even have Accounts. Any help would be
appreciated.
