Outlook 2000 won't close "Please wait while Microsoft Outlook exits" on exit

Some of my users are getting the "Please wait while
Microsoft Outlook exits" popup when they try to close
Outlook 2000, or log out of Windows.

We are running Windows NT4 SP6a with current security
hotfixes, and Outlook 2000 SP1. Installing Office 2000
SP3 didn't help, and I cannot find any hotfix on Technet.

Can anyone suggest what I can do to resolve this problem?
