Outlook 2002 can't open attachments in outlook but can in another program

I have a couple of people using Outlook 2002 and they cannot open email
attachments from outlook. But if they save the attachment they can open
using Word or another program. Can someone explain why this is happening
please.

Hello,

Beginning with Outlook 2000 SP-2, all version of OUtlook now include
e-mail attachment security settings that prevent you from opening some
potentially harmfull attachment types. This is configurable by using the
Outlook Security Features Administrative Package. See the following
