Outlook 2003 hangs when more than 5 custom forms are opened

When I open up more than 5 custom forms (which are all in different public folders), Outlook 2003 just hangs. I have to go to the forms cache directory and remove some of the folders before Outlook will resume working again

This does not happen with Outlook 2000 and Outlook XP. Anyone have any ideas or suggestions on how to fix this problem? Thanks.
