Outlook 2003 Keeps downloading old mail

How do I keep Outlook 2003 from repeat downloading of old emails? Never had the problem with Outlook Express.

Change the setting to "remove messages from server" rather than leaving
it on server. The reason it wasn't a problem in OE is that it was set
right at the beginning.

This still shouldn't be happening. IIRC, Outlook caches the messageids of
mail it's seen before and doesn't download them again.

I have seen this break in the past if there's a malformed POP response from
the mail server. Usually, manually clearing the mail on the server will
resolve the problem.
