I have a user who we just upgraded from Office 2000 SP3 so Office 2003 SP1
and she is unable to send messages unless she is a local administrator on her
machine. We used the same process on her machine as on all others. We
installed Office 2003 as the domain administrator and leave the user in the
local Power Users group.
When she composes a message and clicks Send, the message goes to her Outbox
and sits there. It won't send unless she logs back in to her machine with
local admin rights. she does, however, receive email with no problems. We
also cannot open any of the items in the "Send and Receive Settings" menu to
attempt any adjustments. I looked in her application log and found that every
time a send is attempted there is an information message logged (not a
warning or error) as follows:

Source: Outlook
Type: Information
Description: The Operation Failed.
We tried Detect and Repair and then removed and reinstalled Office 2003 and
she still has the same issue. We do not want to leave her in the local admin
group as a solution as it goes against security policy. If anyone out there
can offer assistance in figuring this one out we'd appreciate it.
