You can try a fix posted by a user who worked with Microsoft PSS on a machine that ran slow. The recommendation is to rename all .dat files (outcmd.dat, extend.dat, views.dat, etc.) to .old with Outlook closed and see if it improves performance. Especially if this is an upgrade reusing an older .pst file.
