Outlook 2003 synchronization

I have Exchange 2K3 running my corporate mail. I have remote clients
(5) connecting a VPN using RRAS through their DSL connections. This
has worked just fine. One user however has just started having
problems 3 weeks ago. When at home, his Outlook 2003 client takes
forever (definition: 2-3 hours for a couple emails, sometimes never) to
download the mail in cached exchange mode. Testing with a different
user account and laptop yields the same result on this DSL connection.
I can take those same 2 laptops and put them on any other network and
they work just fine.
I had the phone company change the modem with no good results. To
repeat, this particular connection worked fine for several months under
this configuration.

Any ideas?

Do you allow RPC over HTTPS access? It is much better and folks seldom
notice any delays.
