Outlook 2003 Vista 64bit unable to open

Message " unable to open your default email folders. outlook could not start
because a data file to send and receive mail could not be found. To add a
data file, such as a personal folder file, double click the Mail icon in
Windows Control Panel."

I have tried the other answers in my previous question in September, this is
another computer but the same problem.
When I right click the outlook icon and select properties, select data
files, there is nothing there, select add, there is only a storage| Business
Contact Manager DataBase and no oportunity to add anything else. Also when I
click on this a message says The.dll file for the information service could
not be loaded.
