Outlook 2003 will not open after minimized

periodically this happens. I have to right-click the Outlook 2003 icon in the system tray and choose Open Outlook sometimes twice to get Outlook 2003 to open. The first attempt nothing happens. Then on the second Outlook 2003 is displayed. Any one experiening this issue and know of a fix or documentation on the issue? Thanks.

Outlook should also open when you doubleclick the icon in the Notification
Area. Does is open correctly at first attempt then?

Yes it does. But not by right-clicking and choosing Open Outlook. It almost never works doing it that way.
