Outlook 2003 Windows Installer Popping Up after every Reboot

I've been following a bunch of threads related to outlook 2003 and the
dreaded Windows Installer.

Here's the scenario:
Yes, I have my Office 2003 CD and I have tried to repair it.
Yes, I have completely uninstalled and reintalled Office.
Yes, I have downloaded and installed the latest windows installer.
Yes, I have downloaded and utilized the Windows Install Cleanup Tool.

I even went so far as to upgrade my HDD (I was going to do it anyway as I
needed more space) and reinstalled the entire operating system and all the
programs over a horrific 2 day period, and yet every time I reboot the
computer and open outlook, up pops the windows installer.

I can pop in the CD, repair office and it will be fine until the next time I
reboot the computer.

I shouldn't have to reinstall/repair an entire program EVERY TIME I REBOOT
just to make that go away.

I'm truly at my wits end.

Are you using some temp files cleaning program like SystemSuite?

I've not heard of SystemSuite. I do have System Mechanic if that is a
similar program. Could that be causing this?

It does when I use System Suite's cleaner. Try using Crap Cleaner
instead for awhile, www.ccleaner.com to clean up temp files. Leave the
registry cleaner alone in Crap Cleaner. You can set it to not nuke
cookies you'd like to save for log on purposes, etc. Since I've been
using Crap Cleaner instead of SystemSuite, I don't get the installer
thing popping up when I open an Office program.

Downloaded Crap Cleaner and it found over 1300 "errors." Bought the license
fee to clean them up. Rebooted and opened Outlook. Windows Installer popped
up. This is making me physically ill!

I trust you used the Cleaner, not the Registry feature of Crap Cleaner.
After opening Outlook and going through the Windows Installer trip, if
you close Outlook and reboot and open Outlook again, does the Windows
Installer trip happen again? If so, the problem isn't with the clean up
programs but Outlook or your Operating System itself.
