outlook and outlook express

Is there any way for me to use outlook on my
administrator account and outlook express on the
additional users I put on my computer? Whichever I choose
in internet options seems to migrate to all other
accounts.

You'll have to choose one or the other as the default e-mail program, but
the users should still be able to use either program as they wish...just
some functions may not work for the one that's not the default (like
clicking on a mailto link on a webpage will always bring up the default mail
program for the new message).
