Outlook Attachments Using 'Send To'

I have a user that when she sends an attachment using
the 'send to' 'mail recipient' option, the attachment is
embedded in the email message body instead of the
attachment bar.
Does anyone have any ideas why this would happen, I have
looked through all the options on my PC and tried changing
them all with no luck producing the problem on my PC (same
config). Cheers
