I use DSL for an internet connection, which can also download, by not send,
my email. My email is with a dial up ISP so I have to dial up every time I
want to send email. This is not the problem. The problem is Outlook will
only Send and Receive at the same time, or just send. So when I am on DSL
it attempts to send, and of course gets an error. Is there a way to just
retrieve email in Outlook so I don't continually get this error? Since the
DSL is continuous, I want the email to automatically download at all times,
but of course not send.

You might want to try using the SMTP service provided by the DSL service
(while keeping the POP service the same as it currently is). This should
allow you to both sent and receive over the DSL connection without the
sending error.
