Outlook doesn't exit completely

When I exit Outlook from the desktop it stays open in
resident and continues to check for messages eventhough it
is not open on the desktop. If I do control-alt-delete it
is there. How can I fix this problem and what caused it.
Using Win98 and Outlook 2000
