outlook Help!

My local settings were damaged during a system recovery
procedure and now my Outlook and Outlook Express won't
work. When I try to load or send/receive, I get a message
that I don't have "appropriate permission to perform this
operation".

I've tried Detect and Repair, and unloading and reloading
Office. Nothing works! Any ideas??

I have the same problem i do not know how this has happened but IO ca
no longer get my e mail as ever time i hit send and recive i get tha
message??????
