Outlook loses email account settings

Recently I setup a new xp pro workstation on a 2003
domain. The new workstation has office 2003 loaded and I
have configured outlook with the users pop3 settings.
When I set the account up the first time everything
seemed fine and I was contacted a couple of days later
because the user could not send or recieve email. I
looked at the settings and noticed that none of
the "internet email settings were populated with the
users info. I checked out the users user profile and
noticed that it was a roaming profile and that the share
permissions allowed domain users full control but the
ntfs permissions were not configured. Thinking this was
the cause I allowed domain users full control and
reconfigured the users email settings within outlook and
then logged on/off a few times to make sure that it was
fine. Everything seemed fine and I left the site only to
be contacted a few days later and told the same thing had
happened again.
I am going to disable the users roaming profile to try to
isolate the problem, so what else can I do to make sure
that everything is right on the pc so that I can
reconfigure outlook and not have to touch it again?
Are the users account settings stored on a file somewhere
in the users profile? if so, can I view it in notepad?
