outlook reinstalls when checking mail

Greetings

I have a strange thiong happening and would appreciate some help if anyone
has any idea.

When outlook checks for mail it goes through this initial set up routine
that would normally happen if you were installing an add on orcomponent.

has anyone seen this before. Everything else works normally
