I can send out e-mail on MS 2003 Outlook but I cannot recieve any e-mail.

PS: I still have MS Outlook express 6 still working since it was not erased
when I loaded MS Office.

I've compared settings with MS Outlook express 6 and they both look the same.

can someone help?

OE is not erased by the installation of OL. OE is, according to MS, required
by the o/s whether you use it or not and in any case is required for
newsgroup access.
Have you tried sending a test mail to yourself, within OL, and NOT starting
OE.
It may be that OL is not configured to check for mail every x mins.

That means your pop settings are incorrect. Usually they look something like
this

Incoming: pop.myispname.com (or it could be co.uk, net, or whatever - in
some rare cases it's pop3.myispname.com)
Outgoing: smtp.myispname.com.
