outlook will not connect to mail server when first opened

I have windows xp and microsoft office professional 2003. I have my settings set to connect to my e-mail server when I first open outlook. This never happens and I have to hit "send and receive" to get my e-mail. This works fine, but I am used to having outlook connect to the server when I first open the application. Please help. Thank you.

If you have "Schedule an automatic send/receive every XX minutes" enabled in
your Send/Receive Group settings, Outlook should check for new mail on
startup as well.
