Outlook won't start

Sometimes "Outlook fails to start", needs a reboot to get
going. Hour glass icon shows briefly, then nothing.

New computer, new software(Office 2003), running XP Pro
Have reinstalled it (Office), twice, works for a while,
then same thing again.
Help! :)
