page navigation control in Publisher is missing

I have a free standing copy of Microsoft Publisher 2002. My Page Navigation
Control at the bottom left is missing. When I make a booklet or card the
only way I can switch from page to page is to use the Go To function. This
is cumbersom. I've reinstalled the software & I've enabled all toolbars.
Can someone please help?
