Paste attachments from clipboard to Outlook 2007

In OUtlook 2003 I could 'cut' an attachment from one email, close the email
dialog, then 'paste' the attachment into a different email. (A typical
scenario would be a program that creates an email with an attachment, but I
want to move that attachment into a different reply with other
attachments-cannot drag and drop between messages when a dialog box is open).

In OUtlook 2007 this does not work unless the 'attachment' line in the
header already exists (because something else was already attached). The
item appears in the clipboard, but cannot be pasted. If you try 'paste'
nothing happens. If you instead try to paste (presumeably using Windows 7
clipboard and not Office clipboard) or drag a 'saved' file, it adds the
attachment line and inserts the attachment. It seems Outlook should exhibit
the same behavior when pasting from the Office clipboard.

I keep looking for a check box or other setting to add this behavior, but do
not seem to see one. Anybody have an idea here?
