Pasting from access to excel 2000 to 2003

I have a user trying to copy information out of access and pasting it into
excel 2003. When she copies from access and then goes to open an excel
worksheet and tries to paste, the paste option is grayed out. However, when
after the excel spreadhseet is opened she then goes back to the access and
copies again and then goes back to the open excel sheet and is then able to
paste. Any clues as to why this is happening? She's not able to paste it
seems unless excel is already opened. I've been able to copy and paste just
fine with excel opened or not opened.

Two different versions involved? That would clear the office clipboard.

Bob, Another user is having the same issue, however they have the same
versions of both access 2003 and excel 2003.

Third party addin on Excel perhaps? It is a documented issue with Word
addins.
