PDF to Publisher

Not easily/exactly. I have software that would let me convert from .pdf to
Word. I tried it with Publisher and the results were "eh". I would have been
better off trying a copy and paste of the information.

Depends on what you're trying to accomplish.

If you have Acrobat you could save individual pages from a PDF as jpg,
jpg2000, eps and tif files and then insert them into a pub document.
You could also insert PDFs into pub as Objects (not always pretty).
