permanent formating

I want to format a cell with a heavy colored border. This
will be to indicate to users where to paste data from
another sheet. However, I want the border to remain so
that it is still apparent the next time different info is
pasted into the same cell.
Is that possible?

The only way I know to do this is if your users use
Edit > Paste special > Values.

Probably not likely that they'll remember but ...
