I need to set this up for users. What rights need to be
set without giving them Admin. rights? Is there a setting
in the registry that I can give rights? Any help would be
appreciated.

You would need admin or power user rights on the workstation to install the
program. Then, any user (without admin rights) could log on and run the
program.
