Um... use the old Photo Editor. It was designed to do that, the Picture
Manager, on the other hand, is designed to manage existing pictures, not
create new ones.
If you still have your old version of Office on CD, you can install just
Photo Editor from it by doing a custom install and installing just that
component. Take a look here:
