Plain Text Messages won't move text

Using OL2k3. When I move (drag and drop or edit|move to folder) an email
message to a Note folder I have recently begun to experience a problem which
seems to be linked to the message being in Plain Text. When I move a plain
text message only the header shows up in the note. If the message is HTML
the whole message appears.

Is this a bug or a setting problem?

It's a known problem.
