Planning without start and finish dates

How can I plan my projects only with fases and durations, without start and
finish dates?

You can't. To ask project not to use dates is like asking an accountancy
package not to show balances and $!!

However, you can format the timescale so that the labels show Month1, Month2
and Week1, Week2. In fact all my initial schedules always show this and the
first task is always Approval to proceed or customer signs order. That way I
always show how may weeks to complete AFTER the go ahead is given.

I have precisely this issue, that the start date is dependent on a "go"
decision.
Could you elaborate on this answer above? What specifically do you label?
The tasks will each have a start and finish date regardless of my labels,
yes?

Yes, so don't print start and finish dates! Just select Format, Timescale
and change the labels to Week1 etc. You also need to remove dates form
Milestones by selecting Format, Bar Styles..
