Please help - can't open hyperlink from Outlook or any Office prog

I noticed this error message about a month ago and have not been able to fix
it. It happens most often in Outlook 2007 when clicking on any sort of
hyperlink to the internet. The following message comes up: "This operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator." The same thing happens with hyperlinks
in Word or any other Office program.

Note, I have tried several things that have been suggested on here that
worked for others that had this same problem, but they have not worked for
me. I have tried everything from the following kb article:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q310049

I think I have reset my internet explorer settings 78 times, so I am pretty
sure this is not it. I have also made Outlook and IE my default programs. I
even uninstalled IE 8 and then reinstalled it. I have also imported a
registry key per the article and per this suggestions on the following site,
which I have also seen posted on here.
http://www.slipstick.com/problems/link_restrict.htm

I would greatly appreciate any help on this as it is an extremely
frustrating problem. Not being able to access hyperlinks in email is
driving me insane--almost threw my laptop out my window yesterday. Thanks.

My computer: Toshiba Satellite A305 laptop
Intel Core 2 Duo T8100 @ 2.1GHz 2.1GHz
4 GB DDR2 SDRAM - 667.0 MHz
400GB Serial ATA hard drive (200GB x 2--5400 rpm, 4200 rpm)
Windows Vista Home Premium SP1, 64-bit
Microsoft Office 2007
