Plugin.ocx Reference Problem

I have read some comments about fixing this problem by going into VBA,
then Tools; References. But in my case it seems I cannot get the mdb
to open at all because of a "missing or broken reference to plugin.ocx"
error. This appears to put me in a catch 22 situation.
