The Proofing Tools Kit for Office 2007 has not yet shipped, but should be
available later this year. (I know, not all that helpful for your problem
right now)
No, just copying the files over won't work. It needs to be installed. [I'm
assuming by dictionary, that we're talking about the spelling checker]
