position line in header

I would like to have a horizontal line in the header that prints in exactly
the same place on every page - say .75 inches from the top of the page. I
tried pasting it in the headers but somehow it is printing out slightly
different distances from the top of the page. (There are even and odd
headers and footers.)

Possibly a problem with the accruracy of the paper feed in the printer.
