Click Format > Background.
Click on the dropdown menu.
Click Fill Effects > Picture. (If it is tile your background, select Texture
instead)
Click Select Picture, and insert the picture you want. Click OK.
Click Apply (current slide) or Apply to All(All slides).
Another possible way:
Click View > Master > Slide Master.
Click Insert > Picture > From File.
Select your picture and click ok.
Stretch your picture so that it covers the slide completely.
Right click on the picture, click Order > Send to Back.
Close Master View.
