Prevent Word Documents from Saving

I have created a frames page (upper and lower) within Frontpage that when the
user selects from the index in the top half will display the selected Word
document in the bottom half of the page (bottom frame). I do not want the
user to be able to save the document that is displayed. However when I click
on the hyperlink to open the document, it will prompt me to either open it or
save it. I can then choose to save the document to a location of my choice.
I need to somehow disable this feature. I have a feeling that I will somehow
need to create a group policy. Any help would be appreciated. Thank you.

if you put anything on the web it can be saved. if the browser can "show"
it, or follow a link to it, it can be saved.

It is important to note, however, that if the user saves the document, they
are not overwriting the original on the server. They are saving their cached
copy.
