Seriously, it's easier to do that in Word. I've been known to design it in
Publisher and then copy and paste it into Word so that I can continue using
a partial sheet of labels. (It always needs a little tweaking in Word but
not too much.)
Manually layout the labels in Publisher. Labels are simply tables.
