Problem adding email account

I have 3 pop email accounts that function properly. I added a 4th, but when
I do a send/receive it doesn't show up on the list. It shows up on the list
of accounts and the information screen is complete. This account cannot be
made the default and it can't be moved up on the list of accounts.

There are no error messages when checking mail.

Any ideas? I am lost
