Problem sending email with Outlook 2003 engine

Whenever I try to send email outside of running Outlook 2003 directly (i.e. from Internet Explorer or from XP), I am using the Outlook 2003 engine. When I try to send the email with the send button, the message won't get sent, it will sit in Outlook's outbox. The email won't actually be sent unless I then open up Outlook 2003 directly and the mail automatically moves from the outbox to the sent items folder. Is there an easy way to fix this?
