Problem with Outlook 2003 and 2007 email format issues

I have a colleague who is using Outlook 2003. When he replies to my
emails, he says that it automatically double spaces his signature
line. But he claims that it only happens when he replies to emails
that I send him. Is this some type of
setting on my end that I need to fix? Or a compatibility issue? He
also says that sometimes when I reply to his emails, it comes over in
plain text and all the formatting is removed. I have my email setup to
do html at all times, so I can't imagine why when I hit reply, it goes
to plain text.
Another user, who has Outlook 2003, is having similar problems. He
will reply back and forth with a person and all the formatting stays -
colors, font styles, etc. - but then for no apparent reason, when he
hits reply to an email at some point, it will open the email with all
the formatting removed. He claims he has not changed any settings and
doesn't think that the other person had changed their settings.

It just seems really odd that there is this inconsistent thing that
sometimes new emails or replies to emails will open up and contain all
the formatting and at other times, all the formatting has been
stripped.

Is this a bug? A setting that we are missing? Just the way Outlook
works? thanks for any help. this is getting really frustrating.
