problem with work calculation

I have a task with 4 hours duration, 1 person assigned and the work column
shows 2 hours only.
If I delete and re-add the resource, then the work re-calculates and is
correct.
Is this a bug?
Also, is there a way I can force recalculation of the work field?

Work=Duration x Units
Pick two, solve for the third one.

Project allows tasks to be fixed work, duration, or units. Changing this
will alter how the remaining two items are calculated based on your inputs.

You can view the task type by double clicking the task and pulling the
advanced tab. there are other ways too --- Window/Split also works.

Example: Fixed Units. Enter a task duration of 5 days with fixed units.
Assign Johny at 50% units --- Work = 5*(.50) *(8 hrs/day) = 20 hours.

Pressing F9 will recalculate.
